CEEC COST MODEL FOR AN OFFICE BLOCK
The cost model for a typical office block was developed in the early
1990’s by the Technical Commission of CEEC with the production of an elemental
bill of measurement based on common items of construction and measure.
The document was priced by the member delegations initially on an annual
basis and the results were issued irregularly at one of the annual general
meetings.
The initial intention of the project was to issue the information to delegates only and not to publish the information. It should be noted that the data from each country was not always received each year and it was therefore difficult to publish a comprehensive comparative list of data at regular intervals .
The purpose of now publishing the data is to give indicative comparisons
over time between national construction industries of the construction
cost trends for a small open plan office building (approx 1000 sq m in
area).
As the model represents merely an average of typical construction costs involved it should not be used for the purposes of establishing typical costs per sqm for office buildings in that country.
The costs exclude:
· Land purchase costs,
· Professional design fees including project management, architects, construction
economists, etc
· Vat or such appropriate tax on construction (Switzerland),
· Legal fees
· Any post completion costs.

The CEEC has received this information from its member delegations and
does not in itself warrant the correctness or otherwise of the information
received from those delegations. The delegations in nearly all cases are
representatives of well established construction economic organisations
in their own national construction industries.
